  Abstract Ejiditarios claim to be the sole owners of the water that surfaces in the springs of Parque La Mota in Ocampo, but others in the town are complaining that they have lost 95% of their harvests due to lack of water. In 1974 the ejiditarios obtained the concession of two veneros and installed two potent pumps to irrigate their fields. The pumps extract at least 120 liters per second to benefit 54 ejiditarios who have mostly sold their property to small landowners. The pumps consume 3 times the total consumption of the whole town. In past years their pumping had no discernible effect, but now with the drought the situation is critical. The town's residents are asking the authorities to intervene. They have noted that when the electricity is off in the town and the pumps consequently are not functioning that water again begins to blow from the “ojitos” that fill the park. The park has been converted into a “focus of infection”. The water no longer flows so garbage is accumulating in the park and the town has been hauling water to the pools in tank trucks. People who bath in the now dirty water are at risk to their health. Agrian Legislation article 27 establishes “Las aguas del subsuelo pueden ser libremente alumbradas mediante obras artificiales y apropiarse por el dueño del terreno, pero cuando lo exija el interés público o se afecten otros aprovechamientos, el ejercicio federal podrá reglamentar su extracción y utilización y aún establecer vedadas.” The article ends asking readers to voice their opinion regarding the lack of water, but “la pregunta es ¨quien tiene la solución?”
